The San Jacinto River Authority has taken steps to enhance regional flood management. This effort began after a charge from Texas Governor Greg Abbott in 2018. As a result, the authority created a Flood Management Division.

The division's role includes developing flood management strategies and building partnerships with government entities. It also identifies funding sources for flood mitigation. Notably, the San Jacinto River Authority does not receive state funding for flood mitigation and cannot collect taxes for this purpose.
