Deputies arrest three after copper theft cuts oil production in Conroe

Authorities reported that three individuals were taken into custody after deputies from the Montgomery County Sheriff's Office responded to a theft of copper wire at an energy facility in Conroe, an incident that notably affected oil production.

On January 3, deputies from the Montgomery County Sheriff’s Office District 1 Patrol responded to a report of a “theft in progress” at HighMark Energy, located in the 12000 block of Moorehead Road, as detailed in an MCSO report.

The inquiry was initiated after a complainant, reviewing surveillance footage, noticed individuals entering the premises and removing copper wire from oil pumps and power poles. Officials reported that the activity led to a notable decrease in oil production at the site. Investigators subsequently established that the wiring had been severed beforehand and arranged on the premises, with the suspects planning to return later that evening to collect the materials.

The complainant notified MCSO dispatch of three suspects—two men and one woman—on the property, traveling in a silver 2016 Jeep Cherokee. Upon the arrival of deputies, the vehicle made a swift departure from the scene. Authorities reported that patrol units swiftly identified the Jeep and executed a “felony traffic stop” at the intersection of FM 1314 and Creighton Road.

Authorities successfully detained all three occupants without any incidents. The individuals have been identified as John Stephenson, aged 53; Jessie Tipton, aged 40; and Ana Watson, aged 54. The sheriff’s office reports that Stephenson is a documented gang member and is presently on parole for assaulting a peace officer. At the time of her arrest, Watson was subject to an active local warrant for theft of property and had two or more prior convictions.

Detectives from the MCSO Property Crimes Unit have taken over the investigation. Authorities have taken all three suspects into custody, charging them with the unlawful use of criminal instruments. Authorities have indicated that further felony charges are forthcoming as the investigation continues, with evaluations of the total losses associated with the copper theft still underway.

The issue of copper theft continues to plague Montgomery County and the surrounding areas, especially at energy and infrastructure locations where the removal of these materials can lead to significant operational disruptions and pose safety risks. Authorities are reiterating their call for residents and business owners to swiftly report any suspicious activity and to use surveillance systems to aid ongoing investigations.
