In an important milestone, a long-stalled $10 million road project in Montgomery County is set to move forward after local officials successfully reached an agreement to finalize the last segment of the David Memorial Drive extension to Texas 242.

An agreement has been reached among the city of Conroe, Montgomery County, and The Woodlands Township, paving the way for the construction of the final 1,500 feet of roadway. This development represents an important turning point, bringing the long-awaited project to completion more than ten years after its initial proposal.

Montgomery County has agreed to assume responsibility for designing, constructing, and maintaining the roadway under the new agreement. The county has announced a $2.5 million contribution to finance Conroe’s share of the project expenses. Conroe is set to allocate $501,000 from an account created in partnership with The Woodlands Township to support regional mobility initiatives. On Thursday, the township board approved the funding.

Representatives from Houston Methodist The Woodlands Hospital is set to facilitate the required right-of-way to enable the extension project.

City Administrator Gary Scott hailed the agreement as a significant achievement following years of negotiations.

During a City Council meeting on Tuesday, Scott expressed enthusiasm, stating, “This is an exciting day.” Efforts to negotiate and reach a resolution have been ongoing for an extended period. A well-constructed road is essential and in high demand.

The extension project for David Memorial Drive, initially proposed in 2014, has encountered multiple delays due to ongoing funding disputes. As of 2024, the majority of the roadway was completed; however, progress on the final segment halted when Conroe withheld $2 million in funding.

The road, while located outside Conroe's city limits, falls within the city's extraterritorial jurisdiction, thereby granting the city a significant role in planning and development decisions for the area.

Precinct 3 Commissioner Ritch Wheeler emphasized that the project has been in the works for an extended period and is crucial for alleviating traffic congestion in the region. Wheeler, who previously served as mayor of Shenandoah, highlighted that numerous county leaders have collaborated to advance the project over the years.

The anticipated extension aims to enhance traffic flow and alleviate congestion on the Interstate 45 access road, which Wheeler has characterized as “a disaster.”

During a meeting on Tuesday, Wheeler commended a county commissioner, stating, “You completed the agreement,” in reference to the successful finalization of the agreement.

Authorities have yet to announce a timeline for completing the outstanding construction work.
