Blackfin Pipeline, LLC will relocate its planned Conroe compressor station following a court injunction and local opposition, the City of Conroe announced Wednesday.

A recent ruling by Judge Vince J. Santini of the 457th Judicial District Court resulted in a Temporary Injunction issued on September 15, 2025. The project in the case of Bartholet Properties, LLC vs. Blackfin Pipeline, LLC (Cause No. 25-07-11774) comes to a halt due to this injunction. A legal order has stopped Blackfin from building an above-ground natural gas pipeline and compressor station, from adding new pipeline equipment, and from carrying out pressurization procedures at the location.
On October 8, the City of Conroe announced that Blackfin Pipeline will be moving the Conroe Compressor Station to a different location, which has not yet been decided.
In response to residents' concerns about safety, noise, and environmental hazards, city officials announced they have taken a firm stance to revoke previously granted permits. The city has included the issue in the agenda for the Council Meeting scheduled on October 9, with Item #11 proposing a resolution to revoke all permits granted to Whitewater/Blackfin Pipeline and Montgomery Investments LLC, along with issuing a stop-work order in accordance with the court ruling.
In a recent development, Blackfin has communicated with city officials, indicating their readiness to collaborate. “Blackfin looks forward to partnering with the City of Conroe to guarantee the safe, dependable, and thoughtful execution of the project moving forward,” the release indicated. City officials are set to engage with company representatives to explore a new and more appropriate site.
The city highlighted that personnel associated with the initial project approval “are no longer employed with the city,” underscoring that steps have been implemented to rectify procedural concerns.
City Administrator Gary Scott commended residents for their determination and active participation in challenging the project. “We are excited that Blackfin has chosen to move their compressor station away from the residents, community members, and local businesses, many of which have been integral to the Conroe area for the last 60 years,” Scott stated. “This decision demonstrates that through collaboration, unity with our community, and maintaining a positive outlook, we can accomplish great things.”
Residents had earlier mobilized to gather signatures, participate in council sessions, and express their worries regarding the compressor station's closeness to homes and nearby enterprises.
Although a new site has not been revealed, the City of Conroe and Blackfin Pipeline have indicated that talks are in progress to reach a solution that emphasizes public safety and the welfare of the community.
