Conroe ISD delays vote on board procedures policy

Conroe ISD trustees on Tuesday unanimously agreed to delay approval of a proposed board procedures document, saying the draft has become a distraction and requires further reviewThe decision comes just weeks after the board narrowly approved the 30-page draft in a 4-3 vote during a June 8 special meeting. Trustees Melissa Semmler, Marianne Horton and Melissa Dungan opposed the measure at that time.

The proposed policy outlines operational guidelines and includes 13 responsibilities for the board president, such as approving reimbursements for board members, facilitating training and addressing complaints involving trustees. However, the draft does not specify oversight for those responsibilities when they involve the board president.

Trustee Melissa Dungan said the document was initially presented by a third-party consultant as a forward-looking effort to improve transparency and board operations.

“We were initially led to believe that this document was necessary,” Dungan said. “However … the outcome is not.”

Dungan emphasized that the proposal was not intended as a “power grab” but rather as a tool to improve efficiency. She said the process ultimately had the opposite effect.

“Rather than creating greater efficiency, it has become a distraction,” she said, adding that it has diverted attention from more pressing district priorities.

Trustee Lindsay Dawson, who previously supported adopting the draft, said Tuesday that the issue has become too complex to finalize without additional discussion.

“There were too many moving pieces,” Dawson said, agreeing the board should pause and revisit the proposal later.

Trustee Aggie Gambino also expressed support for having formal board procedures, particularly to guide new members, but said the current draft needs refinement.

“It has gotten … a little squishy along the path,” Gambino said. “I think we should table it to refine it.”

The board did not set a timeline for when the proposed procedures will return for consideration.

Trustees indicated they plan to revisit the document after making revisions to address concerns raised during the discussion.
