No charges filed against CISD officer in motorcycle death

A grand jury has decided not to pursue further action against a police officer from the Conroe Independent School District in connection with a traffic accident that resulted in the death of a motorcyclist last November. The Montgomery County District Attorney's Office confirmed this decision, ruling out any criminal charges.

Authorities reported that Patrick Freeland, a young father, tragically lost his life when his motorcycle collided with the passenger side of a Conroe ISD patrol vehicle. A collision took place while the officer was in the process of turning into the parking lot of the Conroe ISD police station.

According to statements released by police following the incident, investigators have determined that the patrol vehicle was traveling northbound in the middle lane and was turning west at the time of the collision.

In December, three months later, prosecutors brought the case before a grand jury. On Tuesday, the district attorney’s office told ABC13 that the grand jury had decided not to pursue further action, thereby ending the possibility of criminal prosecution against the officer.

Conroe ISD has announced that the investigation into the crash was conducted by the City of Conroe Police Department, rather than the school district's police force. The district has not disclosed the name of the involved officer.

Eyewitness News obtained the official crash report, blaming the officer for failing to yield the right-of-way. Despite the absence of criminal penalties, the report often serves as a tool to identify contributing factors and assign responsibility in traffic collisions.

In a recent development, prosecutors decided not to file criminal charges after the findings in the crash report. This decision is now in the hands of the grand jury, which will evaluate the evidence and testimony provided by the district attorney’s office.

Conroe ISD has officially confirmed that the officer remains employed by the district. Officials have not disclosed whether the officer involved in the crash is subject to administrative discipline or whether any internal reviews have been conducted in the aftermath of the incident.

The incident has garnered significant local attention, primarily due to its tragic conclusion and the participation of a police officer from the school district. In Texas, grand juries assess whether there is sufficient evidence to pursue criminal charges, rather than making determinations of civil liability.

Public records did not immediately confirm any civil lawsuits connected to the crash.

The Montgomery County District Attorney’s Office has opted not to disclose further information regarding the grand jury proceedings, referencing the confidentiality regulations that oversee such deliberations.

Freeland's death is among several fatal motorcycle accidents documented in the region last year, as indicated by local traffic safety statistics. Officials are reiterating their call for drivers to stay vigilant for motorcycles and to take extra care when making turns across traffic.
