Galveston’s West End is undergoing rapid transformation as Tiara on the Beach reaches a construction milestone and neighboring large-scale developments move forward, signaling a new era of luxury living, mixed-use growth, and long-term economic opportunity for the island.

Galveston’s West End reached a major milestone this month as Tiara on the Beach celebrated its topping-out ceremony on March 12, marking completion of the final roof elevation on the project’s 10-story tower near the end of the seawall.
Developer Sunny Bathija, architect Steven Biegel, AIA, and contractor Mark Ludlow were on hand to celebrate the achievement, the culmination of a five-year journey that began with a Planned Unit Development application for one of the Island’s more complex development sites.
The new 320,000-square-foot structure will feature 63 luxury condominium units, each designed to capture sweeping Gulf views. The project also includes more than 200 parking spaces, private elevators for owners and guests, and an elevated amenity level with swimming pools, wine storage, and private lounges. With the structural frame now complete, work can now advance on the exterior skin, windows, roofing systems, elevators, and custom interior build-outs.
Tiara is only one part of a much larger wave of investment reshaping the West End. Sachs on the Seawall is also moving forward nearby. In October 2025, Galveston City Council approved a five-tower development at 10314 Seawall Blvd., directly across from Tiara. The project includes more than 1.1 million square feet of development, featuring a major hotel, two condominium towers, two apartment structures, and 70,000 square feet of retail core-and-shell space.
The development will rise on elevated concrete podium decks and provide 1,080 parking spaces, both above and below grade. Developer Mohamed Eldawy of Royal Crown Enterprises is leading the project, with Steven Biegel, AIA, of PLACE Designers again serving as architect. The PUD received unanimous City Council approval, reflecting a shared vision for strategic West End growth and the significant long-term financial upside such development can bring to Galveston. Workforce housing and J-1 visa apartments were also included in the $540 million proposal.
Both Tiara on the Beach and Sachs on the Seawall are located near Diamond Beach Condominiums, another defining West End property at the end of Seawall Boulevard. Designed in 2007 and completed in 2009, Diamond Beach introduced 115 condominium units in a seven-story structure and helped establish the area as a destination for high-end coastal living. Its amenities include a lazy river, cascading pools, hot tubs, cabanas, and indoor relaxation areas.
Biegel remembers Diamond Beach as a landmark achievement from his earlier work with Matrix Spencer.
“Diamond Beach was our first major destination project at the end of the Seawall,” Biegel said. “I remember when Hurricane Ike hit in September of 2008. We were only five levels of concrete out of the ground. As soon as the Texas Guard would let us back on the Island, I went to check the structure. It performed exactly as intended. We kept going.”
Together, Tiara on the Beach, Sachs on the Seawall, and Diamond Beach now form a significant and growing enclave of luxury and mixed-use development on Galveston’s West End. Just next door, the Solarus Project represents another important piece of that evolving corridor. Planned for the site immediately adjacent to Tiara, Solarus has the potential to build on the momentum already underway by complementing the surrounding residential, hospitality, and commercial growth. As investment continues to flow into this section of the Island, Solarus stands out as a project that could further elevate the identity, prestige, and long-term value of the West End.
All of this activity on the West End is poised to benefit the Island, the City, and its residents. New retail, restaurant, hospitality, and housing opportunities are expected to emerge, while the expanded tax base could provide a significant boost to municipal revenues and help ease long-term pressure on property owners and taxpayers alike.
Galveston City leadership deserves recognition for embracing a vision of thoughtful growth at a pivotal moment for the Island. These projects reflect a growing belief that the West End is entering a new era of investment, quality development, and long-term economic opportunity.
Notably, these new West End projects will provide additional commercial, retail, hotel, and residential opportunities while continuing to attract fresh private investment to the Island.
Reflecting on broader Gulf Coast momentum, Biegel also pointed to other major projects beyond Galveston.
“Our most recent project on Tiki Island is a 73-unit condo project just across the canal. It’s permitted, ready to go, and we will make certain guests, residents, and tourists have options for food, vacation stays, recreation, entertainment, and boating. PLACE Designers has been on the cutting edge of design and development along the Texas Gulf Coast. There is much more to come.”
