The Woodlands was not selected in Elon Musk’s Boring Co. Tunnel Vision Challenge, but township leaders say efforts to address growing traffic will continue through alternative mobility strategies and partnerships.

The Woodlands has decided against pursuing a proposed Tesla tunnel system following its unsuccessful bid in Elon Musk’s Boring Co. Tunnel Vision Challenge. However, local officials emphasize that improving traffic and mobility remains a key focus going forward.
On Monday, The Boring Co. announced three winning proposals for projects in New Orleans, Baltimore, and Dallas, while the “Waterway Loop” proposal from The Woodlands did not make the final list. The township's proposal outlines the construction of dual 12-foot-diameter tunnels situated beneath Town Center. These tunnels aim to link significant locations such as Waterway Square, The Woodlands Waterway Marriott Hotel and Convention Center, Cynthia Woods Mitchell Pavilion, and Town Green Park, utilizing Tesla vehicles for transportation.
Township Chairman Brad Bailey recognized the challenge but highlighted the ongoing progress in transportation planning.
“Although we are understandably disappointed that The Woodlands was not chosen, we take pride in having contributed to a progressive dialogue regarding the future of transportation,” Bailey stated to the Houston Chronicle.
Officials from the township reiterated this sentiment in a Facebook statement, presenting the process as an opportunity to showcase their long-term planning initiatives.
“Although not chosen, this process allowed for participation in a wider dialogue regarding the future of transportation and highlighted the planning and vision that characterize The Woodlands,” the statement noted.
The township board expressed unanimous support for the proposal in February, presenting it as a component of the company’s national competition. The Boring Co. has proposed building a mile-long tunnel free of charge for the selected communities, advocating a zero-emission system to alleviate congestion during peak demand.
Although they did not succeed, Bailey noted that local leaders are actively exploring strategies to address the growing traffic concerns, especially during major events in Town Center.
“We will persist in collaborating with Montgomery County Precinct 3 Commissioner Ritch Wheeler and other key stakeholders to explore solutions aimed at enhancing mobility,” Bailey stated, highlighting possibilities like expanded parking strategies and microtransit services.
The Boring Company, established by Elon Musk, has successfully introduced a tunnel-based transit system in Las Vegas. According to the company, the Convention Center Loop, featuring eight stations, has successfully transported over 3 million passengers. There are ambitious plans for a substantial expansion of that system in the years ahead.
